Fallout 4 will be coming to VR at E3 2017. Bethesda's Pete Hines teased the game at last year's E3, and now has confirmed (via VG247) that the game will be present at E3. The game has been confirmed for HTC VIVE headsets for PC use, but no release date has been announced. Seeing as it's been a year since it's announcement and Fallout 4 is already completed, it's possible the game could already be complete and Bethesda will be releasing it at or not long after E3.
What I do know for certain is that if Fallout 4 is available at E3 2017, very few will get their hands on it to play it. Last year the company offered 20 minute VR DOOM experiences and with a handful of people in line the queue was already at a 3 hour wait! Not worth the experience in my mind, and I'm not sure it justifies purchasing a $500 headset to play either...although I'm happy to see a big developer supporting VR.
