During Leda’s route in Fire Emblem: Fortune’s Weave, she must find different leaves across Dagda for drink recipes at the Tavern. The first two leaves you’re tasked with finding are Pepper and Sweet Leaves. The game won’t tell you where to find them, so you'll have to find them yourself. You can find Pepper and Sweet Leaves in Fire Emblem: Fortune’s Weave by performing at taverns or searching specific spots on the world map. Although there are a few gathering spots across Dagda that let you find either leaves, one of your rewards for performing at taverns as Leda is sometimes Pepper Leaves or Sweet Leaves.
If you do want to find these drink ingredients naturally, here are some spots you can find them on the world map:

Traveler’s Garden (Castalia region)

To discover these places, explore these regions while traveling or purchase a map from a vendor. Sometimes, speaking with the locals will also unlock areas such as these.
Once you eventually find either Pepper or Sweet Leaves, return to the Tavern Owner and claim your reward. You may need a certain Renown level to report these quests, so make sure to hold onto your leaves until you can hand them in.
