You can unlock blue chests in Octopath Traveler 0 after you’ve constructed a church in Wishvale. This happens only once you’ve reached Chapter 6 in the questline “Kindlers of the Flame,” which has you rebuilding your hometown.
As this is a lengthy game, you won’t be able to reach Chapter 6 for some time. At this point, you’ve probably come across a dozen or so blue chests, so you’ll have to retrace your steps and find them again once you’ve unlocked the ability to open them.
Another thing to note is that you cannot open these blue chests as soon as you unlock the church. You’ll have to upgrade the church to Level 3 using Radiant Cornerstones to gain the ability to open the chests. Radiant Cornerstones are the rewards you receive after defeating Elite enemies.
