You can make Paper in Pokémon Pokopia by giving Wastepaper to a Pokémon with the Recycle specialty. Just like how Pokémon with the Crush ability can make Concrete, you can give Recycle Pokémon Wastepaper to turn into Paper.

All the Pokémon with the Recycle ability are Trubbish, Garbodor, Magnezone, Koffing, Cinccino, Porygon, Porygon2, Beldum, Metang, and Metagross. You should already have Trubbish on Bleak Beach after completing the ‘Brighten Things Up’ quest.

Otherwise, you can find Wastepaper in Sparkling Skylands either on the ground or by breaking colorful trash blocks. Another way to farm Wastepaper is by exploring the specific Dream Island that you visit by giving Drifloon a Dragonite Doll.
